AAPSU, JACCHIN hold rally against settlement of Chakmas and Hajongs in Arunachal

Itanagar, Dec 8: The All Arunachal Pradesh Students' Union (AAPSU) along with the Joint Action Committee on Chakma-Hajong Issue Namsai (JACCHIN) today convened a people's referendum rally at Namsai against permanent settlement of Chakmas and Hajongs in the state.

A three-point memorandum was also submitted to the Union Ministry of Home Affairs through Namsai DC.

The rally adopted resolutions, which include no non-native group or individuals should be granted rights of permanent settlement in Arunachal Pradesh, the provisions of the Bengal Eastern Frontier Regulation, 1873 must be strictly adhered to and the Centre along with the state government must file a curative petition in the Supreme Court without delay against its decision to grant citizenship rights to the Chakmas and Hajongs.

A mass signature campaign to protest the September 17 Supreme Court verdict of granting citizenship to the Chakma and Hajong refugees was also conducted during the rally.

Addressing the rally, AAPSU president Kamta Lapung called for actively fighting for indigenous tribal rights.

He said it was time to act and not merely do the talking for the rights.

AAPSU general secretary Biru Nasi said if the Chakma and Hajong refugees were given citizenship, then at least one lakh persons would become part of the system and that would drastically marginalise the local indigenous populace.

He also pointed out that there were numerous communities in the state with a few thousand population, which need to be protected.

"If the government and the court do not consider this factor, then the local communities will be annihilated," Nasi said adding, the Centre did not file a review petition against the September 17 order and if it fails to file a curative petition, then that would only show that it was biased.

The AAPSU General Secretary termed the Inner Line Permit exemption for the Chakma and Hajong refugees as a medium to make them tribals in order to revoke the Bengal Eastern Frontier Regulation, 1873.

"The Supreme Court judgment did not consider the socio-economic and cultural factors. The apex court should take into account the aspirations of the Arunachalees," said member of AAPSU Core Committee on Chakma-Hajong refugee issue Prof Nani Bath.

Various organisations from different districts of the state participated in the rally which started from the Poi Pee Mau Ground and culminated at the Nimki field near DIG (Eastern Zone) office. PTI

Niglok IGC yet to see light of the day

Correspondent

RUKSIN, Dec 8: Expressing resentment over the slow-pace of development of the much hyped Industrial Growth Centre (IGC) at Niglok in East Siang district, the people of the area termed it as the state government’s negligence and lack of vision for industrial reform.

Apart from two small scale industries - a Mineral Water Bottling Plant and Tiles production factory set up in the IGC, the building for other units are lying abandoned in a dilapidated condition for the last several years due to the shortsighted policy for industrial development.

Set up at Niglok, 7 kms from Ruksin headquarter, the IGC, which once brought new hope among the entrepreneurs, is yet to see the light of the day even after 26 years of its commencement in 1988. The IGC designed with installation facilities of various production units including bamboo, tea and food processing, cold storage, machinery weaving is running without men and machines till date.

On the other hand, Vinayak Tea Company, a Kolkata based company has agreed with the State industries department for setting up of tea processing unit in the industrial complex, but the local people are yet to notice any development in this regard so far. The 1000 MT Capacity 3 storied Cold Storage project at Niglok IGC, which was commissioned during last part of 2010 has been lying defunct as there is no adequate power supply.

The local people are upset on the fact that many ministers, MLAs and top ranking Industries department officials have repeatedly visited the IGC from time to time and assured the local people that they would take the industry to a new height. Finally, local MLA cum Parliamentary Secretary for Industries (Independent), Tatung Jamoh has taken up the issue with the Chief Minister for taking strategic steps. But it remains to be seen how he is going to contribute for the development of the IGC.

Most of the buildings constructed inside the industrial complex are lying abandoned in dilapidated condition for the last several years while a larger portion of the Industrial Centre is lying unused, covered by undergrowth and thorny weeds. Moreover, erosion of industry land by Sille river and encroachment are adding to the problems of the industrial centre.

It is pertinent to mention that Chief Minister Nabam Tuki during July last year directed the Industries department officers to put efforts to operationalise Niglok IGC on an urgent basis. He suggested for opting solar power in order to meet the power crisis besides taking up the road repairing work connecting the Industrial Growth Centre on priority.

“We are eagerly looking forward for an outcome of the Chief Minister’s initiative for development of the IGC without further delay. Only time will tell how fruitful these ventures will be, if at all it takes off”, said a local.

MIA family members seek ‘repatriation ceremony’ as Indian Govt keeps mum

[ Amar Sangno ]

ITANAGAR, Dec 8: Apparently, the cloud of ‘Chinese apprehension’ is hard to blow away from the Himalayan state of Arunachal Pradesh, no matter how much the Indian government presents the Nation as a valiant and fast growing super-power to the world. The stoic silence maintained over the US recovery Defense POW Accounting Agency (DPAA) team’s recent excavation in the treacherous hills of Damro under Mariyang ADC headquarter in Upper Siang district has once again testified the government’s weariness to confront its sturdy neighbour.

Highly placed sources informed this daily that the 13-member DPAA team headed by Capt. David Ritchie Gooch was instructed strictly before venturing into Arunachal Pradesh. The ‘rule of engagement’ included abstaining from interacting and speaking to the Indian media. The set of do’s and don’ts was given considering China’s repeated claims over Arunachal, terming it as a part of Southern Tibet.

“I think the Indian government wanted to avoid unnecessary spats, as permitting US Marine Corp Unit to Arunachal could miff Chinese.  Chinese always tends to raise disputes over Arunachal” opined a retired Army officer who doesn’t want to be named.

The long-felt mission to recover the mortal remains of US bomber B-24J’s crew members that went down while flying over the Hump during World War II, was done almost in a clandestine manner as no Indian Army officials accompanied the DPAA team to the crash site. The sources from US DPAA team revealed that mortal remains from the site have been left behind in India for joint US-India forensic review. It stated that once the joint forensic review report is prepared, the mortal remains will be flown back to Hawaii, USA and handed over to family members for final ritual. Many family members have died waiting to see the remains of their’ loved ones for over seven decades without having their wishes fulfilled.

Earlier, the successive UPA government had suspended the recovery mission of US dead crew members in Arunachal in 2009, reasoning that the territory was sensitive due to "strategic, internal political, ecological and anthropological reasons". However, in an assertive development, the Modi led NDA government recently allowed the US search operation team to resume its recovery mission while shrugging off the Chinese concerns.

The family members of Missing in Action (MIA) of US B-24J nicknamed as “Hot as Hell”, have also written a letter to director of DPAA, Lt. Gen. Michael Linington on December 5, 2015, demanding for a formal ceremony to be organized by the Indian side during handing over of the remains. They further felt that the Indian government owes at least a repatriation ceremony for these fallen heroes after the long denial and disrespect shown for over 70 years.

The Malaysian government had held a similar “repatriation ceremony” to honour the remains of American crew members recovered from its country on November 5, 2015 in Subang, Malaysia. The U.S. Defense Secretary Ash Carter and Malaysian Deputy Defense Minister Mohd Johari Baharum participated in the turnover ceremony.

In his letter to Director DPAA, Gary Zaetz, Nephew of USAAF 1st Lt. Irwin Zaetz, who is also the founder Chairman of “Families and Supporters of America’s Arunachal Missing in Action” informed that the family members of “Hot as Hell” sought assurance from the Indian Government to conduct a formal turn over ceremony in honour of  the crew members. Gary also sought that the ceremony should be opened to the media so that they tell the world about their long wait. He further wished that senior US Government and Indian Government officials would be in attendance. The copy of letter was also sent to Brig. Ashok Dhingra, the Defence and Military Attache at Indian Embassy in Washington.

Gary stated that ceremony is extremely important, as a sign of the Indian Government's commitment to making the termination of the moratorium permanent, public and sincere rather than just a token gesture. He added that failure to acknowledge the end of the moratorium will make them doubt the commitment of the Indian government.

This reporter sought comment from Union Minister of State for Home Affairs Kiren Rijiju who has been given additional charge of South-East Asia External Affairs. When contacted, Rijiju refused to comment on the issue saying that he cannot do so without consulting with the Defense Minister. It is not confirmed yet whether the repatriation ceremony will be held or not, as this daily unable to establish contact with Indian Army officials for comment.

Congress is in self destructive mood

The Congress party today blocked functioning of the both houses of parliament. Alleging that BJP is indulging in vendetta politics by trying to drag Gandhi family into national herald issue, Congress protested inside parliament and disrupted functioning. Earlier today a trial Court in Delhi directed Sonia Gandhi, Rahul Gandhi and other alleged accused to appear in person on 19th of this month. Sonia and Rahul's pleas challenging summons issued to them in the case by the trial court was dismissed by the Delhi High Court yesterday. The summons were issued on a criminal complaint lodged by BJP leader Subramanian Swamy for alleged cheating and misappropriation of funds in acquiring ownership of now-defunct daily National Herald.

While BJP categorically stated that it has no role to play in the case the Congress is refusing to believe them and have upped the ante against BJP. It is too early to say whether BJP is indulging in political vendetta by using Dr Swamy. Just because the case has been filed by party leader Subramanian Swamy, the Congress should not start blaming the ruling government. Also it makes no sense to block the functioning of parliament over a court case. If indeed Congress is sure that their leaders Sonia and Rahul Gandhi has not done anything wrong they have nothing to fear. They should fight it out at court and prove their innocence. Disrupting the functioning of parliament and thereby harming the chances of clearing important bill like GST, the Congress is only damaging the image of party.

Implement Allahabad high court order in Arunachal

Dear Editor,

In August this year following a petition filed by one Umesh Kumar Singh, the honourable Allahabad High Court ordered all the government servants, elected representatives, members of judiciary and any other persons who get any benefit or salary from the state exchequer or public fund to send their children to schools run by the state education board. Justice Sudhir Agarwal, passing the historic judgment ruled that an amount equal to the school fees should be deposited by the officials and elected representatives to the state exchequer, for every child going to a private school which is not maintained by the state government.

This order of the Allahabad High Court is very relevant for the state like Arunachal Pradesh where most of the Govt. run schools are paralyzed or remains defunct due to the non-attention of the Govt. as well as the public representatives. As all the Govt. employees, public representatives, business tycoons send their children to the private schools paying lakhs of rupees, they do not bother about the schools run under the government where the students of poor family are studying.

One of the most obvious reasons for the poor quality of education in our state is the poor attention of the govt., public representatives, parents and teachers towards the government schools. Due to the poor attention of political leaders, govt. officers, high profile businessmen, etc. the quality of govt. schools are becoming bad to worst day by day. Because these sections of the society always send their children to highly paid private schools and therefore they do not care about the govt. schools. In govt. schools, student hailing from poor family background are studying though quality may not be as good as private schools.

Therefore, considering all these facts, if the state govt. follows order of Allahabad High Court, the system of education will improve and the quality education will be imparted even in govt. schools. If this system is introduced in our state also, the public representatives, govt. officers, business tycoons will start sending their children to the govt. run schools, and thereby the conditions of school will improve to a great extent. Then, in coming days, for sure the gap between rich and poor in the field of education will be minimized up to some extent.

Yours,

Mamin Nalo Poba

Encouraging gambling in the name of Mini Mela

Dear editor,

Through the column of your esteemed daily I would like to draw the kind attention of the concern authorities regarding the playing of dice in the name of Mini Mela. I have seen different types of Mela's since childhood but from the beginning of this year a unique type of Mela is being organized in the capital complex, which lasts more than two months. This Mini Mela has nothing to do with usual Mela as one cannot find any eateries, entertainment activities, shops and games. It only focuses in playing of dice. I thought that Mela refers to 'shows and exhibitions' but I didn't know that playing dice is also major part of mela according to them.

Last but not the least I would like to ask the authorities who gives them the permission to organize gambling? And who gives them such ideas of playing dice in the name of mini mela. I request them not to indulge in such kind of practice as we all are well aware that playing dice is banned within the jurisdiction of capital complex.

Yours,

Tana P Tagru
